The facility in Omsk, owned by Gazprom Neft, processes roughly 21 million tons of oil annually and is considered a critical node for fuel production, including for the Russian military. According to the Ukrainian General Staff, the strike initiated a fire at the refinery. Officials from the Ukrainian defense technology firm Fire Point stated that the operation utilized an upgraded version of its FP-1 drone.

Local Russian authorities, including Omsk region governor Vitaly Khotsenko, acknowledged the drone strikes. Industry analysts, including Fire Point CEO Iryna Terekh, noted that the site is the only enterprise in Russia producing specific cracking catalysts required for secondary oil refining across the country. Prior to this, the Omsk facility and the Angarsk Petrochemical Company were the only two remaining from Russia's top ten refineries that had not been successfully targeted during the conflict.
