World Health Organization member states resumed high-stakes negotiations on 6 July 2026, marking the seventh round of talks aimed at finalizing the Pathogen Access and Benefit-Sharing (PABS) annex. Diplomats have gathered at the organization’s headquarters in Geneva, facing a significant divide between wealthy nations and developing countries regarding the practical implementation of the broader pandemic agreement, which was initially adopted in May 2025.

The PABS mechanism is designed to govern the sharing of biological samples and information regarding pathogens with pandemic potential. In exchange for this data, the system aims to guarantee that participating nations receive a fair share of resulting medical countermeasures, including vaccines, diagnostics, and treatments. Although the primary pandemic treaty was finalized following over three years of post-Covid-19 negotiations, the technical and operational specifics of the PABS system were intentionally deferred to secure a broader consensus at the time.

The current session, which is scheduled to run until 17 July 2026, has been characterized by an intensified sense of urgency. WHO Director-General Tedros Adhanom Ghebreyesus has repeatedly signaled that the emergence of new health threats underscores the need for a finalized agreement. Regarding the ongoing Ebola outbreak in the Democratic Republic of the Congo, which has resulted in 1,528 confirmed cases and 492 deaths and has already crossed international borders into Uganda, Tedros noted the persistent nature of such threats.

The urgency is further informed by the recent conclusion of a hantavirus outbreak on the MV Hondius. That event triggered a global health alert affecting 33 countries and territories, serving as an example that, according to Tedros, danger can emerge from anywhere, at any time, in ways we don’t always expect. Despite these warnings, the negotiations have been described as agonizingly slow, often extending late into the night. Diplomats, particularly those from smaller nations with limited staffing, have reported significant fatigue.

The core tension remains rooted in equity. Developing nations are pressing for mandatory requirements to ensure that pharmaceutical companies provide equitable access to medical products, fearing a repeat of the disparities experienced during the Covid-19 pandemic. Further complications involve disagreements over the financial contributions expected from participating pharmaceutical companies and calls for guaranteed access to vaccines even outside of declared pandemic emergencies.

Helen Clark, co-chair of The Independent Panel for Pandemic Preparedness and Response, expressed frustration with the lack of resolution, stating that the situation is deeply regrettable. She warned that, as it stands, the world remains largely unprepared for the emergence of a new pathogen.

Member states are expected to present their findings at a future assembly, where they will decide whether to force a conclusion via an earlier special session or extend the negotiation timeline toward the next annual assembly in May 2027. Until the PABS annex is finalized, the treaty remains in a state of suspension, as countries cannot proceed with formal ratification.
