Monaco prosecutors have issued an arrest warrant for a suspect identified in connection with a parcel bombing that struck a residential building. The explosion, which occurred at approximately 9:00 p.m. Local time on Rue du Révérend Père Louis Frolla, has prompted an intensive, ongoing manhunt across the border in France. Investigators are currently working to determine the origin of an attack that has rattled the typically secure principality, which relies on a vast network of surveillance cameras to maintain its reputation for safety.

The office of Monaco’s public prosecutor, Stéphane Thibault, confirmed that an arrest warrant had been issued and that the individual would be the subject of an Interpol Red Notice. While authorities have not officially identified the suspect by name, reports from outlets including Le Figaro and BFMTV indicate the individual is believed to be a woman who attempted to disguise herself as a man during the act. The suspect was captured on surveillance footage wearing a black fisherman’s hat and was seen waiting in the area before the detonation. Prosecutor Thibault praised the effective international criminal co-operation, both police and judicial, which allowed for the identification of the suspect in a short timeframe.

The blast injured three primary victims: a 58-year-old businessman, his partner, and a 13-year-old. While Monaco authorities have not formally confirmed the victims' identities, consistent reporting identifies the target as Vadym Iermolaiev, a wealthy construction magnate originally from Ukraine and now a Cypriot national. The teenager was transported to the Lenval children’s hospital in Nice in non-critical condition. Four additional people were treated by emergency services for minor injuries, including cuts from glass shattered by the force of the blast and symptoms of shock.

The investigation is currently led by three investigating judges, with charges of attempted murder already filed. Prince Albert II condemned the explosion, describing it as a heinous act and a shock to the community. In response to the event, Minister of State Christophe Mirmand announced an increase in security measures, including the deployment of officers carrying long guns at the northern border and at public venues, such as the Monte-Carlo International Jumping competition.

Context and Investigations

The motive behind the attack remains under investigation, with several theories emerging regarding the businessman's background:

  • Sanctions and Business Interests: Iermolaiev has been under sanction in Ukraine since December 2023. Kyiv alleges he maintained alcohol business operations in Russian-annexed Crimea, reportedly paying taxes to Moscow following the 2022 invasion.
  • Intelligence Activity: Despite the geopolitical implications, sources have dismissed theories that the attack was carried out by Ukrainian state special services, noting that the businessman held no clear political ideology.

The suspect was seen fleeing the scene on foot toward the nearby town of Beausoleil, France. Law enforcement authorities have not confirmed whether the individual acted alone or received outside support. Investigations continue with the cooperation of French police. Monaco’s government confirmed that the apartment building was secured following the incident, and diplomatic channels, including the Ukrainian embassy in France, remain in contact with local authorities to assist with the investigation.

What to watch next

  • Security Posture: The government of Monaco has requested additional mobile resources from the Ministry of the Interior in Paris to maintain an elevated security presence at border entry points.
